TIME TO REGULATE THE TAXI INDUSTRY

New York--Today the Taxi and Limousine Commission heard rules better regulating apps for for hire vehicles. NYC Council Transportation Chairman Ydanis Rodriguez testified in support of the rule package his testimony is below:

Our city has long been a hot bed for progressive ideals, innovation and the creation of new technology and ways of life. Each year over 57 million tourists come and visit our 8 million residents and view our ways of life and how we approach our every day, from housing to transportation. Under the leadership of Mayor de Blasio and Speaker Mark Viverito our city has dedicated itself to leaving the impression of fairness and transparency. These ideals have embedded themselves in every corner of our government and are the seed of what we come to discuss today. I am proud to commit my full support as Chair of the New York City Council Transportation Committee for the rules proposed by the Taxi and Limousine Commission today. These rules bring our taxi and for hire markets to equalize a previously off balance industry by instilling new regulations to balance and even the playing field.

As I stated at the beginning of my testimony, New York has long been the home of innovation and innovators in our great nation. However, with innovation must come a government response to ensure that the longtime stakeholders in respective industries are respected and maintained. As a former livery driver myself I know firsthand the importance of a livery base in each and every community of our city. These bases are centerpieces for the community, providing not only jobs but also economic output for our communities. Though the industry is fast-changing, we must ensure that the market is equalized so that every company can increase their technology to compete. No one company should have the lion share of our taxi and for-hire industries. Rather, following the progressive values of our city, we must ensure that the benefits are spread amongst as many companies as possible, so that drivers and consumers see the true benefits, not CEO's. By leveling the playing field and ensuring that all stakeholders are maintained we are ensuring the longevity of both the industry and as such ensuring that drivers 20 or 30 years from now have the same level of choice they do today when affiliating.

With this rule package the TLC takes another step forward towards a more transparent and fair for hire industry. Thank you Commissioner Joshi for allowing me to come testify about this rule package; Your leadership on this issue has been vital, and I look forward to continuing to work closely with you to ensure that our taxi and for hire industries remain regulated and level for all players.

EL MOMENTO PARA REGULAR LA INDUSTRIA DEL TAXI

Nueva York – En el día de hoy, la Comisión de Taxis y Limosinas escucharon las reglas para una mejor regulación de aplicaciones para los vehículos de alquiler. El Presidente del Comité de Transporte del Concejo de la Ciudad de Nueva York Ydanis Rodríguez testificó en apoyo al paquete de reglas. Su testimonio es el siguiente:
Nuestra ciudad ha sido durante mucho tiempo un terreno propicio para los ideales progresistas, la innovación y la creación de nuevas tecnologías y formas de vida. Cada año más de 57 millones de turistas vienen y visitan a nuestros 8 millones de residentes, y observan nuestros estilos de vida y la forma en que abordamos nuestro día a día, desde la vivienda hasta el transporte. Bajo el liderazgo del alcalde de Blasio y la presidenta Marcos Viverito, nuestra ciudad se ha dedicado a dejar la impresión de la equidad y la transparencia.
Estos ideales se han incorporado a sí mismos en cada rincón de nuestro gobierno y son la semilla de lo que venimos a discutir hoy. Me siento orgulloso de comprometer todo mi apoyo como Presidente del Comité de Transporte del Concejo de la ciudad de Nueva York por las normas propuestas por la Comisión de Taxis y Limosinas hoy. Estas reglas traen a nuestros mercados del taxi y de alquiler nuestro para equiparar a una industria desequilibrada previamente, mediante la instalación de nuevas regulaciones para balancear e igualar el terreno de juego.
Tal y como dije al principio de mi testimonio, Nueva York ha sido durante mucho tiempo la sede de la innovación y los innovadores en nuestra gran nación. Sin embargo, con la innovación debe venir una respuesta del gobierno para asegurar que los grupos de la parte interesada en las respectivas industrias sean respetados y mantenidos. En mi calidad de antiguo conductor sin medallón, conozco de primera mano la importancia de una base de taxi sin medallón en toda y cada comunidad de nuestra ciudad. Estas bases son centros fundamentales para la comunidad, proporcionando no sólo los puestos de trabajo, sino aportando también a la producción económica para nuestras comunidades.

No obstante a que la industria está cambiando rápidamente, debemos asegurarnos de que el mercado sea equitativo, de manera que cada empresa pueda aumentar su tecnología para competir. Ninguna empresa debe tener la mejor tajada de nuestras industrias de taxi y de alquiler. Más bien, siguiendo los valores progresistas de nuestra ciudad, debemos asegurarnos de que los beneficios sean repartidos entre el mayor número de empresas posible, de manera que los conductores y los consumidores vean los verdaderos beneficiados, no los empresarios principales. Al igualar el terreno de juego y garantizando que todos los interesados se mantengan, estamos asegurando la longevidad de la industria y, como tal, asegurando que dentro de 20 o 30 años, los conductores tengan el mismo nivel de elección que hoy en día al momento de afiliarse.
