Il What is Rock? Festival è una rassegna musica ad ingresso gratuito a Portomaggiore della durata di 9 giorni. Il Festival è attivo dal 2009 ed è organizzato dall'associazione Arci BDC Eventi e si è sempre distinto nella provincia ferrarese per la qualità degli artisti invitati, locali, italiani e internazionali. All'interno del festival c'è un'ampia birreria con le migliori birre artigianali e tante altre proposte con cui godersi i concerti.
