Gov. Bill Lee quietly issued a new executive order yesterday on August 6th with little fanfare. Here are a few things in the EO that we find exceptionally concerning.
5. Behavioral health inpatient psychiatric residential, and crisis care staffing flexibility is permitted pursuant to an approved plan to relieve the capacity strain on certain staffing functions.
7. Health care student staffing flexibility is permitted in inpatient psychiatric and behavioral health settings pursuant to an approved plan to relieve the capacity strain on certain staffing functions.
**8. Discretion to utilize National Guard and State Guard members in connection with certain health care and emergency services operations.
**14. Telephone assessments for involuntary commitment cases are permitted.
16. Medical laboratory directors can monitor facilities remotely.
**18. Temporary quarantine and isolation facilities may be constructed.
19. Inspection of mental health and substance abuse facilities and services are suspended.
20. Health care licensing inspections and investigations are suspended to increases resources available to fight COVID- 19 and to protect public health.
21. Inspections of health care facilities are suspended.

I don't like when executives circumnavigate the legislative process, but this particular EO isn't all that scary. #8, for example, specifically grants National and State Guard members the abilities to perform COVID-19 testing, nursing, and ambulance duties according to their capacity and training. That's neither crazy nor scary. Now, I'll admit that allowing *students* to work as nurses while simultaneously suspending health care facility inspections seems like a recipe for disaster!

The UK set up these self pay govt. quarantine facilities at the airport for travelers returning from "red countries." Forced vaccination hasn't happened anywhere in the world yet but sounds like TN is leaving itself the vague option of being prepared to do just that. I am not a Bill Lee fan I voted for him but have regrets. With that said unless I am reading something wrong here they are putting a plan in place and preparing for the worse case scenario. There is a major shortage of healthcare workers and hospitals are filling up quickly.

Needs to be specific on powers of an EC. Vagueness means the power the State Executive can use is open ended and basically unlimited, if he so chooses. I’m sure it written in this way so he and his staff can fill in the details as they deem appropriate. Very dangerous to a supposedly free society.
