Why not set up wire ropes to put the locks on. When the bridge needs maintenance, undo the wire rope at one end and slip the locks off. After the work is done, thread the locks back on and reconnect the wire rope.

People always ruin new things. Look at the fountain in city centre. It was nice and classy for a week, before parents decided it was to be used as a free swimming pool for their kids.

Call them what they are "LOCKS", using a stupid name like "lovelocks" makes them sound nice a fluffy instead of a heavy, rusting, dangerous protruding lump.
The new Boston bridge so beginning to be used for these "Dumplocks" thankfully due partly to me the bridge suffers only by the odd one which get removed.
Stop it before vandals thinks is fine the lock rubber to it !

Look more like vandalism tbh. They could make the bridge unstable in strong winds plus they add extra weight to the structure.
