 Joshua Wong's Manifesto of the 2019 District Council Election
I’ve joined movements for democracy from a young age - from protests against national education in 2012, to the 2014 Umbrella Movement, and then the summer of dissent in this year’s anti-extradition movement. It is my honour to stand alongside Hong Kong people, as we face wave after wave of political hardships.
Democracy starts in our neighbourhood
The public’s impression of me may be synonymous with social movements, or my appearance on international advocacy explaining Hong Kong’s plight. But I’m even more convinced that a genuine democratic movement can’t be limited to street-level protests and the international coverage of the city - it starts in our own little community. Democracy starts with us standing together for the values we cherish, in every inch of our neighbourhood.
South Horizons has been my home for over a decade. My only hope is to give back to this quiet and comfortable home that I grew up in. Throughout the years I’ve witnessed changes to our community - whether it’s controversial changes to traffic arrangements, buildings suffering from seepage after typhoons, or a disputed land sale near industrial area. Councilors had also suggested schemes to develop the promenade for the sake of tourism - in expense of residents’ peace and quiet. Meanwhile we see the MTR repeatedly cutting services between our district and Admiralty under Government suppresion. We’ve encountered problems of police forcibly barging in different private housing estates.
The problems we face on a community-level go hand in hand with systematic problems that the whole of Hong Kong faces. I’ve rolled up the sleeves in every occasion and delved into these problems head-on. I stand shoulder to shoulder with many South Horizon residents. Along the way I’ve grown a sense of belonging and love for this community. The foundation of genuine democracy is a care and understanding of people’s daily needs.
We marched in the summer heat; we’ll fight the chilling effect together.
Our incumbent district councillor have voiced support to the bill to amend the Fugitive Offenders Ordinance. They are also against setting up a commission of independent inquiry to investigate the police brutality. Some even proclaim people won’t be able to make “rational decisions” in the District Council elections under the current political climate. As a resident of South Horizons, I realize this sort of narrow-minded thinking won’t help us face the challenges of the future.
A chilling effect has slowly spread to the workplace, schools, families and communities in the past few months. But in spite of that, many friends in this district still come out to show their defiance against an unaccountable government. Many Hongkongers still give their blood and sweat in defence of democratic values. It’s for that very reason that I’ve decided to run in the 2019 District Council elections - to give my very best to the South Horizons West constituency.
One of the rallying calls in the anti-extradition movement is “We fight on, each in his own way.” I make no distinction whether it’s fighting in the community, on the streets, or overseas. While the government may place many obstacles in our path to democracy and continue to strip us of our freedom, I give you my promise that if elected I’ll not only serve the community - I’ll continue the struggle for the values we cherish. Let our South Horizons unfold new horizons for freedom and democracy movements in this city - for our home and our homeland.

 14. Monitoring progress in post-typhoon rehabilitation and recovery, also repair works on aging facilities
Improving Environmental Hygiene

 16. Implementing new measures on pest control and water seepage
 17. Researching food-waste recycling and exploring ways to reduce management fees
 18. Launching consultation on how to eliminate air-con water dripping nuisances
Good Urban Planning for a Better Future

 20. Rejecting proposals to further promoting tourism in the Southside
 21. Following up on issues relating to new hotel and residential development
Making the District Council More Transparent and Accountable

But as one of the leaders, you are jointly responsible and liable for the actions of your followers and should also tell your supporters to refrain from damaging and hurting innocent people and properties. Sooner or later, someone will get seriously hurt. If you take the glory from the win (if any), you are also liable for the losses. Violence won't get you what you want.
