Dear Madhavi, the report itself does not include any policy analysis. ESCAP analytical works complement each other to answer such questions. The next report of ESCAP – the Economic and Social Survey of Asia and the Pacific 2020 which will be launched on 8 April - will focus on government integrated policies for sustainable development to address specifically issues raised in this question.
