Women should create value through scarcity( The 48 Laws of power: R. Green: LAW 16 p115). The moment women stopped been available for men in governance as recess, party or conference materials (explanation mine), the time they would be taken serious to be equal in decision tree.
Women organizations are just enough to achieve this but they are not often focused. They still rely on men for "patronship". Ask African gals nay Mums.........

Women will have to take the Bull by the horn. You don't give power you struggle for it. Whence there becomes quality assurance, why not go for any position in any level. Quotas are like beggin the car owner to allow you ride which he can either oblige or set a condition for the ride. Women are in the war front in the air, in the surgery theater and many more areas dominated by men. So they should come out from self-pity and fight for political positions.
