BURGLARY - 839 W. CONGRESS ST - El Rio Health Center
(COVID-19 Test Kits Stolen)

The individual in the photographs HAS BEEN IDENTIFIED. Detectives are continuing their investigation and additional information will be released as it becomes available. Thank you to everyone who assisted with sharing this post and to those who provided timely information to our department.

The Tucson Police Department is seeking the public's assistance with attempting to identify the pictured burglary suspect.
On March 20, 2020, just before 8:00 p.m., the suspect entered the El Rio Health Center disguised as a delivery driver. He was able to obtain 29 unused COVID-19 Test Kits while employees were getting ready to close for the evening. This morning, employees noticed the missing kits and called 911.
The suspect is described as a Hispanic male in his 30's, approximately 5'9 to 5'11 with a large build. He has a full dark-colored beard with some graying. Surveillance video shows the suspect leaving in what appears to be a reddish colored Dodge Charger or similar style vehicle. Anyone with possible information about who this suspect may be is asked to call 88-CRIME. You can remain anonymous.
Detectives are actively investigating this incident. Additional details will be released as they become available.
**Important Notes:
-The stolen test kits are essentially useless to the suspect who stole them. These kits can only be tested in a private lab equipped with the proper tools for testing and reading results.
-Thankfully, the stolen kits have already been replaced, so it has not affected the clinic's testing abilities at this time. It has however taken 29 testing kits out of the medical field for needed testing in the future.
-Do not buy kits from anyone claiming to have Corona Virus Test Kits or COVID-19 Test Kits. It is a scam! There are currently no home test kits for the virus.
-Contact law enforcement immediately if you encounter anyone trying to sell these types of kits.

***MEDIA RELEASE: UPDATE HOMICIDE/FATAL VEHICLE COLLISION - 3600 BLOCK OF EAST FORT LOWELL ROAD***
-UPDATE – January 16, 2021-
On January 6, 2021, an autopsy conducted by the Office of the Medical Examiner revealed that Mr. Rodriguez had sustained gunshot trauma prior to the vehicle collision. Tucson Police Traffic Detectives have since turned the investigation over to Homicide Detectives. During their investigation, detectives were able to establish a timeline prior to Mr. Rodriguez’s collision. Based on interviews and evidence, detectives believe that Mr. Rodriguez was shot by an unknown person in another vehicle. It appears that both vehicles were traveling on Ft. Lowell Rd. when Mr. Rodriguez was struck by gunfire. In an effort to identify the suspect, detectives conducted follow-up interviews and reviewed nearby surveillance video.
Through additional evidence, detectives were able to identify the suspect as 40-year-old Dallas Lelyn Combs. A felony warrant for his arrest was obtained for the homicide. On January 15, 2021, officers from Operations Division West/Community Response Team and Operations Division East/Community Response Team located Combs in a stolen vehicle parked at 850 E. Wetmore Rd. Upon contact, Combs attempted to flee and then barricaded himself in the vehicle. Additional officers from Tucson SWAT and Hostage Negotiations Unit responded to assist. After several hours, Combs peacefully surrendered to police and was taken into custody. Additionally, officers located a firearm in the vehicle during Combs’ arrest. Dallas Combs was then transported and booked into Pima County Jail on his felony warrant. He has been charged with 1st Degree Murder. On January 4, 2021, just after 05:00 a.m., officers from Operations Division Midtown were dispatched to the 3600 block of E. Fort Lowell Rd. for a serious-injury collision involving a single vehicle.
Tucson Fire personnel were on scene rendering aid to the driver of a black 2017 Nissan Rouge. Sadly, the driver was pronounced deceased at the scene and has been identified as 29-year-old Johnny J. Rodriguez. Next of kin was notified of his passing.
Traffic Detectives were contacted and responded to continue the investigation. Interviews conducted by detectives and officers determined that Mr. Rodriguez was traveling eastbound on E. Ft. Lowell Rd. As Mr. Rodriguez continued eastbound on Ft. Lowell Rd., he crossed over the center lane and began striking several fixed objects on the northside of the roadway. Mr. Rodriguez continued through the intersections of N. Dodge Blvd. and E. Ft. Lowell Rd. before coming to a stop west of the intersection. This is an ongoing investigation and no charges or citations have been issued. Excessive speed by Mr. Rodriguez does appear to be a contributing factor in the collision.
Our hearts are heavy as we learned of the passing of Arizona State University Police Department Officer Joseph Montgomery.
Our thoughts and prayers are with his family and the entire ASUPD family. He was 54 years old.

Proud of this guy today. This has been a challenging week and we capped it off with probably the most challenging deployment we do as a unit. Kiro, Tango, & Loki were called on to help contain a building for several hours after only a couple hours of sleep. Eventually Kiro was asked to search the building which had been saturated with a chemical irritant. We were all wearing gas masks, Kiro wasn’t. He searched methodically sneezing a couple times. Besides a run in with a mattress the search went really well. The guy wasn’t in the house but it’s always a good feeling knowing the team is safer because of Kiro. We train hard to be ready when our number is called.
