1998年，在包括王拓、李疾、井迎瑞、張照堂、張昌彥、黃建業、王小棣等眾多有心人的奔走下，台灣誕生了第一個紀錄片影展，隸屬於當時的文建會，取名為「台灣國際紀錄片雙年展（TIDF）」，每兩年（偶數年）舉辦一次，有意識地與單數年舉辦的日本山形國際紀錄片影展錯開，期待能有互補作用。
催生者李疾曾表示：「策動紀錄片雙年展的動機十分單純，是想在一些官方的影展外，建立一個樸素的，人道的，甚至是更具批判性的影展。而這些精神正都包含在『紀錄片』中。」
1998至2004年，TIDF由不同團體於台北舉辦；而2006至2012年間，TIDF則移至台中的國立台灣美術館舉辦，並納入國美館的業務當中。而自2014年起，文化部正式將TIDF委由國家電影中心籌辦，並再次移至台北舉辦，於在國影中心下成立台灣國際紀錄片影展常設辦公室，成為國影中心重要的推動業務之一；同時，TIDF團隊拋出「再見．真實」的影展核心哲學，新設立「亞洲視野競賽」與「華人紀錄片獎」，著重亞洲與華人紀錄片的發展推廣。
往屆TIDF曾規劃土本典召、小川紳介專題，邀請包括安妮華達、朗茲曼等國際影人來台。
Founded in 1998, Taiwan International Documentary Festival, TIDF, based under Taiwan Film Institute, is one of the major professional platforms for documentaries in Asia, looking for documentaries that are creative, relevant to social and human interests, and have unique points of view. We encourage innovative filmmakers and documentaries with experimental spirit. TIDF takes place in May every two years and screens more than 130 films and holds many events, and attracts over 25,000 attendances of audience.
TIDF focuses on promoting the documentaries from Asia and Chinese religion, and claims the "re-encounter reality" as core philosophy of the festival. "Re-encounter", means an opportunity for us to understand the past, and to bid a proper farewell to it before developing a new vision for the future. In order to "re-encounter" the core value of documentary - "reality" is bound to provoke more open discussion and imagination.
