A blanket sanction often does more bad than good to a country's economy, in our case, even encourages the authoritarians to pursue more means of corruption to compensate for losses incurred by their companies. What we need is help from the international community to aid in our fight, not to use as a platform to voice personal opinions; bad ones at that.

Peace through strength is the only thing that works... giving stuff (lifting sanctions) before behavior changes just makes the giver look weak.

It says the GOVERNMENT is not to establish LAWS that make these things illegal.
