A few weeks ago, I asked SMART staff how much of Measure Q (the sales tax that supports the SMART Train) has gone directly towards construction of the bike and pedestrian multi-use path. Yesterday, they sent me the answer:

To date, SMART's expenses related to the pathway total $56.5 million. $39.3 million comes from direct construction expenses, while the other $17.2 million has been spent on associated staff time, environmental compliance, and design (they note that, based on staff time, 80% of their costs are "rail related" and 20% are "pathway" related).

Of that $56.5 million, $34.8 million has come from grant funding, while $21.7 million comes directly from Measure Q.

Additionally, SMART notes that it has assisted other jurisdictions in moving forward on parts of the path as well, to the tune of $50.9 million.

According to staff, $107.4 million has been spent on the construction of the multi-use path thus far between all jurisdictions.

Some context that's not included in SMART's statement: They built the pieces referred to as the "initial seven segments" of the pathway with Measure Q $. These were completed by last year. The problem now is that *none* of the pathway segments currently under construction or planned for construction in the near future are being built with Measure Q money. All evidence suggests that at this point, SMART is relying entirely on grant $ to build the pathway.

The problem with that is SMART is getting more money for path construction from grants than measure Q. That puts it in direct competition for various grants with other multi-use infrastructure projects. SMART should commit a fixed annual percentage of Measure Q funds to path construction as part of renewal.

Finally, a board member representing Santa Rosa that asks relevent questions. the info here does beget follow-up: how was the 80/20 split of staff time determined? Was any of the grant $ for the MUP allocated to staff time? If so, how much? Non-financial question, what guidelines were given to the design team re: MUP crossings? Most of the crossings in SR and RP treat the MUP as an afterthough, either requiring users to detour away from the tracks, without barriers to the tracks at intersections, or placing curbs in unexpected locations.
