【聲明：強烈譴責政府取締 香港民族黨 Hong Kong National Party 】（please scroll down for english）

香港特區政府於今早刊憲，指保安局局長李家超能行使《社團條例》權力，將香港民族黨列為非法社團，並即時禁止其運作。香港眾志對當局侵犯基本人權、破壞結社自由的決定，表達強烈抗議。

我們重申，香港人擁有結社及表達自由，公權力不應肆意干預，任何限制基本權利的舉措，必須有嚴格約束。根據《約翰奈斯堡關於國家安全、言論自由和獲取信息自由原則》，和平地行使表達自由，不得被視為威脅國家安全。討論以及倡議香港未來的政治制度，是言論以及思想自由的一部份，絕不應受到打壓。

李家超又引述香港民族黨不滿中國大陸人士的言論，指其為威脅他人，危害公共安全的「證據」。我們擔憂且質疑當局對「公共安全」的詮釋過份寬廣而任意，未來或會將「公民抗命」及其他政治信念，扭曲成對社會的危害。日後執法部門若按民族黨成員違反刑事法例的憑據，大可進行拘控，強行禁制其運作，只反映當局充當思想警察，以言入罪。

先例一開，後患無窮。香港人的自由與尊嚴，已經響起第一聲的喪鐘。過去幾年，政府透過剝奪議員資格、禁止參選、取締政黨，重重圍堵民主陣營，香港人必需警覺反抗，勿容威權管治有恃無恐。

Statement to Condemn HKSAR Government’s Decision to Outlaw HKNP

The Hong Kong SAR Government officially announced in the morning of 24th September 2018 that Secretary for Security John Lee Ka-chiu would exercise the power vested in him by the Societies Ordinance to outlaw Hong Kong National Party, and to stop all of its operations with immediate effect. Demosisto would like to protest this serious violation of basic human rights and the freedom of association.

We re-iterate that Hong Kong people are entitled to the freedom of expression, and the freedom of expression, the authorities have no right to interfere with such rights - such actions need to be regulated to protect the integrity of human rights and freedom in Hong Kong. According to the Johannesburg Principles on National Security, Freedom of Expression and Access to Information, exercising one’s freedom of expression peacefully should not be regarded as a threat to national security. Discussing and advocating for Hong Kong’s possible future political system is part of the freedom of speech and of thought, and as such should not be suppressed.

John Lee has also quoted part of HKNP’s discourse on grievances against Mainland Chinese, and using this to justify a possible threat to public safety. We worry that the bureau’s interpretation of ‘public safety’ is overly vague, and could lead to the manipulation of its power to oppress those who support civil disobedience, stating that such advocacy would endanger the public. Using the case of HKNP as a precedent, the authorities could easily start a series of arrests and outlawing. This decision has only reflected more clearly the bureau’s intention to police our thoughts and exercise literary inquisition.

This may well be the start to a series of consequent repression, as Hong Kong’s freedom and dignity is further compromised with this decision. In the past few years, the government has attacked the pro-democracy camp through disqualifications and outlawing organisations. Hong Kong citizens must stay alert, keeping the government in check, and let them know that the people have a voice too.
