Email Title: Extradition Law Amendment in Hong Kong Needs Your Attention
Letter content:
Dear Senator/Congressman/Congresswoman ________,
I am writing to you about our concerns on deteriorating civil rights in Hong Kong. In particular, the recent proposed changes to the Fugitives Offenders Ordinance (often referred to as Extradition Law) that will have serious effects on American interests currently operating in Hong Kong.
The Hong Kong Government currently has extradition agreements with 18 countries, including the United States. The proposed amendment will extend extradition coverage to laws of mainland China which has a track record of arbitrary enforcement and interpretation of the law. Once enacted, the ordinance threatens all people regardless of their nationality. For example, activists, political dissidents and even foreign tourists or travellers could be subject to arrest and be detained while they are in transit, travelling, working and living in Hong Kong. This will pose a serious threat to American interests in Hong Kong, especially to American businesses and NGOs that have conducted sensitive work that may be subject to arbitrary interpretation of laws in China, including using charges for business and financial crimes or even trumped-up murder charges to justify extradition but in reality for political purposes. I would like to see the US Congress issue a forcible resolution condemning such extradition amendment.
In addition, we would like to point out that in the previous congressional session (2017-18), the Hong Kong Human Rights and Democracy Act was introduced (H.R. 3856, S. 417 in the 115th Congress) to help counter China’s aggression. The bill would amend the United States-Hong Kong Policy Act of 1992 to direct the Department of State to report to Congress (within 90 days and annually thereafter through 2023) on conditions in Hong Kong that are of U.S. interest. The bill also requires the President to identify persons involved in suppressing basic freedoms, and to protect entry, work, or study visa applicants who participated in non-violent protests in the city, among other provisions. However, the bill was never passed. I strongly encourage the Congress to reintroduce this act in the current congressional session.
A delegation of prominent Civil Rights figures from Hong Kong will be visiting Washington, D.C. this week. I strongly encourage you to participate in meeting the delegation if possible.
